I talked to guy yesterday that had a 650L motard.He claims he has 58 HP and the bike works great.How much hp can you get and still be able to ride without having to worry about breakdowns?

Hard to say. The stock engine is very understressed. Personally, while 58 hp is certainly possible, I would be skeptical without seeing the dyno results. It would require major mechanical modification to the cylinder, piston, cam, and compression ratio. Obviously, when you extract almost double the hp from a stock motor, there is going to be some sacrifice in durability compared to stock. (which isn't to say it still couldn't be "somewhat" reliable)

thats a lot of hp for a 650l.i would be worried about the trans holding up especially on the road with 100 percent traction.
